Business Impact Estimates
CS/SB 170 came into effect on October 1, 2023, and subsequently amended by CS/SB 1628, effective October 1, 2024. This legislation is related to the creation and contestation of local ordinances, adopting and implementing comprehensive plan amendments or land development regulation amendments (unless the amendments are initiated by a private party), and grants specific additional rights to individuals who wish to challenge them. The bill mandates that cities must prepare a “business impact estimate” before adopting an ordinance, although there are minor exceptions to this requirement. The estimate must be made available on the local government’s official website and should contain specific details, such as the intended purpose of the proposed ordinance, its anticipated economic impact on businesses, and any associated compliance costs. These statements will be accessible on this designated webpage.
