The Volunteer in Police Services (VIPS) program provides an invaluable service to the community and the Police Department.

This is a challenging and rewarding opportunity. VIPS consists of two programs within the Police Department. The first will be the Citizen Observer Program (COP). These uniformed volunteers will be trained to perform such duties as routine patrols throughout the City, assisting law enforcement at crash scenes, and other duties to assist the Police Department. COP members must be in good physical and mental condition to perform their duties. The second program is the Citizen Assisting Police Program (CAPP). These uniformed volunteers will be trained to perform administrative like duties and will be working closely with the various Police Department divisions such as Records, Community Improvement, Criminal Investigations and Patrol. Some duties include, but not limited to:

  • Code Enforcement/Parking Enforcement
  • Citizen Patrol
  • Special Events

There is also a small group of members who have completed specialized training (Almost 300 hours) that are available for call out 24 hours a day, seven days a week, to assist the police department. These members are highly skilled and have statutory authority to control traffic, enforce non-criminal traffic laws, and conduct crash investigations. Picture of inside of VIPS patrol vehicle.
